Starting September 6th, currently deleted YouTube accounts, as well as accounts deleted after that date, will be deleted permanently.
YouTube is removing it's 'Reinstate Account' tool, which means that if you want to recover a YouTube account, it needs to be done before September 6th. Also, the usernames for said accounts will become permanently unavailable for use in the future.
